First of all, sorry for my English.
Right now I’m choosing monitor for ps4. I most of time I play FPS and other fast games. I already tried Dell P2417H and return it because of very noticeable ghosting. Now I take LG 23MP68VQ that slightly better, but I’m still think it’s very blurred. So I ask you to watch a video in which I took a few moments from the game and say me is it ok for IPS or I can found something better ? And will there be a noticeable difference between IPS 5ms and TN 1ms?
P.S. I looking only for 60hz monitors.

I think there will always be some motion blurring that will occur with any digital screen. The problem is the ps4 more than the monitor is. The internals are not good enough for anti-aliasing.

My suggestion is to find a LG monitor as you say you want to stick with it, but look for a TN with a lower refresh rate!
I am currently using an ASUS VG248QE. I bought it for PC gaming but it does extremely well for my PS4 where I play overwatch and bf1 and bf4.

Run a monitor if you play close to your face!
I find running at 27-inch monitor is perfect as you can quickly scan and spot what you need to spot, and your peripheral vision can see the entire gaming field.

As far as IPS, you don't want it. You are going to find ghosting very noticeable at close range to your eye site and your ps4 does not have the adequate hardware to process and fix these things.

When it comes to gaming everything adds up, from your internet connection, to your ds4, to your monitor. before you know it you can be at a disadvantage quickly. Find yourself a monitor with 1 or 2 ms response rate, use an hdmi cable and call it a day.

Hope this answers your question!

I would be glad to buy it, but in my country it costs twice as much as my monitor. LG suits me, but it has very noticeable backlight bleed, so I plan to change it to a monitor of the same model. I want to ask, can the ghosting effect differ on the monitors of the same model or it will be the same?
