Help me find this movie

It's been stuck in my head for years and I haven't been able to find which movie this memory I have as a kid is from.

It was a sci-fi movie taking place at Earth, there probably was some kind of disaster or alien contact, people got hands on a blueprint of a space/dimension/time contraption, that was kind of circular in shape and would spin around fast, creating a "vortex" in the middle which would throw anything passing inside to other spaces/dimensions/times.

Thing is the materials were kind of rare and expensive. They finally built the machine as a collective, I think they were in a hurry as well, they put a ship with a pilot inside it in the contraption. The plan was to drop the ship from above to the vortex. When the ship got into the vortex, it just popped through, nothing happened, dropped in the water and everyone thought they failed. But then the pilot tells us that he actually traveled for many years while only lasting seconds in Earth.

Does anyone know what I'm talking about? xD
