Solution
482 is not out of line. Many running the test will have overclocked, skewing the results.
Your 2400 speed ram is likely the cause. Ryzen depends on fast ram for performance. Something like 3600 speed.
I also note that you have mismatched ram, and that can cause issues.
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

What might have changed since all was well, or at least better?

I might suspect a driver or windows update.
Do an antivirus check and test for malware infection.

I think that there is more software problem than hardware, beacuse 3 nights ago after i update windows it was fixed, next morning when i turned on my pc problem was back...so its realy confusing idk what to do,i runned antivirus, adwcleaner for miners and etc

When you are running well, take a systems restore checkpoint so you can do a restore if anything goes amiss.
Today, see if you can't use system restore to go back.

Today i fixed it,its maybe funny but it worked,i renamed gamebarpresencewriter.exe placed inside C drive-Windows/System32.And by disabling realtime protection,it got fixed right away.
So those 2 things or one of them worked, but im not sure why did it had so much impact on my performance when i have pretty dicent pc,especially for csgo...

full system spec? include brand and model of the psu

cpu/gpu temp and usage during the game?
ram/ssd usage?
Download and install HwInfo64 and start it up with "Sensors Only", look at maximum temperatures for CPU and GPU.

Download 3DMark and run Time Spy Stress Test.

Let us know what you find.
I just found a fix for my low cpu usage. Its super easy to do.The problem was fast startup option in control panel/power options, then on left side choose what the power button do option, and uncheck fast startup option.
For some reason my pc didnt turn off properly cuz of this option,so whenever i turned it on for a first time after shuting it down, there was problem with fps,but after i restart pc i gets fixed.
