Basically my computer has been taking a dump recently, and have really been frustrated with the performance. I am currently playing mainly CS:GO, and would really like a stable build to run the game smoothly, without any fps drops. My PC used to run the game fine, could play any res and get 300 fps, but now for some reason I am getting 150 fps drops, with a decent gfx etc. If I can help it, I wouldn't like to upgrade, as some people think that the reason for my pc doing badly is software issues, however I am in need of some help from some smart pc people 😛. If I have to buy new parts, I would be looking to upgrade, not get a new build altogether, as my GPU and case are definitely decent enough. I currently have:

Gtx 1070
HyperX DDR3 16gb Memory
Corsair CX600M
MSI b85m-g43
Phanteks Case (some random nice case)
Samsung 120gb 850EVO SSD
Western Digital Caviar Blue 1 TB HDD
I have been playing CS:GO on 800x600, as I am taking CS GO very seriously, and have been getting very low frames for the build/resolution. My friends with the same CPU and a worse GFX card, have been getting 100 fps more then me, on 1080p, which is extremely odd to me. The reason why I think my pc is broken is because I may have potentially fried my motherboard and cpu (although I am not 100% on this), to the point where it ruins my fps (goes from 300 at the start and then drops to 100, even though I have no overheating issues etc). So, which parts would you recommend me swap out to fix my problems? Or do you have an idea on what the problem is? Can I keep the power supply? Which parts would you recommend for me to get CS GO and play at a stable 300 fps regardless of res? Budget isn't really an issue, but am a student and will need to work for whatever parts you suggest
I also recently reset my PC completely to factory with minimal applications, all up to date drivers and there are no tasks running the background etc
