Have you tried to download .net framework 4.6.1 ?

3.5 is no longer the lastest build for .net framework.

If there is a requirement for .net framework 3.5, that software will work within .net framework 4.6.1.

Windows 10 already comes with net framework 3.5, all you need to do is turn it on. Go to control panel-->programs and features-->turn windows feature on or off-->check the appropriate item or items.

OK, now for the hard part. Open Chrome or Explorer and do a search for "error code: 0x80070002". You will have to read through How to Fix the Problem solution to find one that fixes your problem. Some of the solutions are long and involved.
