I'm planning to buy a new monitor and I'm so confused on what to buy. My purpose of buying is because I just started using Filmora 9 (practicing video editing) and also for my games (CSGO, NBA, PUBG, DOTA 2) I dont usually play the latest games. So my problem is what kind/spec of monitor will i buy. My choices are :
Bezel 24" 144hz 1080p - 150 USD
Bezel 27" 144hz 1440p - 230 USD

My rig is
i3 6th gen 6100
4x2 gb ram 2133mhz
Asus RX 570 4gb
240gb SSD

Hope someon helps me. Thank you :)

1440p will depend on the game, your settings, and what fps you want. For DOTA and CSGO wont be as big of a problem, but PUBG you will have to dial the settings way back for decent fps. For me, I would rather have decent settings at a lower resolution. The 4gb of VRAM on the 570 will hold you back some there as well because VRAM is more important at higher resolutions.

As far as video editing, I dont have a lot of experience with it, but a lot of people have been editing videos at 1080p for a long time. Additionally, your system is not going to be able to manage a lot of hardcore video editing with a dual core CPU. So it may not be the best move to get a higher resolution monitor for a process your system will struggle with.
