Question Help me rank these GPU so I can buy one confidently

Hi, I'd like some assistance ranking these cards so I can buy one in confidence. I'd like a 3080 or Ti GPU with good cooling and reasonably quiet for 1440p gaming (not ultra wide). I actually have not yet played a single game since I bought my 5700XT a few years ago (I wanted to play Creed Valhalla and Cyberpunk), but I want to get back into gaming. I don’t need to wait for the 4000 series as I'm a casual gamer but would like to try NVIDIA moving forward.

I also need a PSU because my 650 won’t do it but hopefully that will be easier to figure out.

I'd like some assistance ranking these cards

the RTX 3080 Ti vs the 3080;
384bit vs 320bit memory
with 12GB vs 10GB.
and ~$200-250 average difference in price between most manufacturer's models.

EVGA vs MSI vs ASUS;
the difference between different manufacturers is negligible, mostly just slight differences in LEDs and shroud design.
you may find some with different rebates or sales in place that will place some at different price ranges than others at different times.

I also need a PSU because my 650 won’t do it

a lot of both types require 850w power supply.

I don’t need to wait for the 4000 series as I'm a casual gamer

i would definitely wait for the RTX 4000 series if you aren't looking for an immediate upgrade for any particular games anyway.

there will be a large increase in performance vs the 3000 series
so a 4060 or 4070 may give even better performance than the current 3080 or 3080 Ti out there.
