Help! My PC will shut down but not restart properly!

My Gateway desktop DX4370-UR21 model will not restart properly. When the PC is on it works great but since I wanted to upgrade to OS or install programs it just hangs and doesn't restart.. weirder thing is if I try to manually turn off with the power button it will boot up again but with a really loud noise from the PS fan it seems and will just hang up. I have to unplug the PC from the wall, wait a half-hour and (usually) it turns on fine. I know this because it makes a very soft hum and beeps once. My feeling that it is the power supply going? BTW the PC is pretty much stock parts with the exception of a video card I threw in it some years ago, a sapphire hd7750 http://www.newegg.com/Product/Product.aspx?Item=N82E168.... It has a acer daa75l motherboard with a LiteON 300 Watt Power Supply PS-6301-08A
 
The PSU is the most likely cause of the issue.

The best way of testing this is to try this PSU in another computer, and/or try another known working PSU. If necessary borrow computer and/or another PSU from neighbor, friend etc.
 
Thank you for your help. Any idea what would be a good alternative to a LiteON 300 Watt Power Supply PS-6301-08A? Will any PSU work?
 
For testing purposes, just about any (recent model) 300 W (or higher capacity) PSU will do, as long as the PSU is known to be in good working condition.

If looking to replace the Lite-On PSU with a new one, this may not be necessary as it is not yet confirmed that the Lite-On PSU is faulty.

However, should it come to having to replace the Lite-On PSU with a new one, then here are some good quality PSU's to consider -
