HELP NEEDED. PC wont shut down anymore. After fresh install of W10

Hey everyone!, recently ive been ahving alot of viruses and issues with my computer, games etc, i did a fresh install of windows and ran some scans and everything was perfect the way it was before. HOWEVER. i can't get my PC to shut down AT ALL. any help? my system specs are as follow: i7 3770k 3.5 GHz, 8 gigs of ram, NVIDIA GTX 770 2gb, 1 tb of hdd, windows 10 OS. Quick edit: after realizing i did 2 hard resets again the games started performing terribly again. this really fucking sucks.

I can't give you a correct guide without missing maybe some important details, do some research with google. Reformating allows the entire drive to be cleaned, fresh installing windows doesn't remove everything correctly.
