[SOLVED] HELP new pc not detecting one cpu and half of the ram (dual cpu system)

Help , i just built my first pc with a dual cpu system and everything boots up BUT one of my xeon 1620 v2 is not being detected and half of my 32gb of ram isnt being detected so only one cpu and 16gb of ram is being detected does anyone know what could be the problem ? and it does have scartch near one of the sockets any help is sppreciated ( Pc specs unbranded dual xeon mobo( a.aliexpress.com/_mKaR8a7 ) dual intel xeon 1620 v2 32gb ecc at 1866 R7 265 abkoncore 850w 80 plus gold )

That's because Xeon1620's are not capable of running in dual processor mode.
