Question Help - No POST, Solid White VGA light on MOBO

PSU: Fractal Ion+ 860platinum
GPU: RTX 3070 Rog Strix
RAM: 2x8 GB 3200 ddr4 (Empty, RAM, Empty, RAM)
CPU: ?
MOBO: B550-E Gaming

Issue
Trying to fix boss' computer.

Computer worked before with same components but always caused issues with certain software (DaVinci fir instance). Gave it to Tech Help - nothing came out of it other than now, everytime I boot, there's a solid white VGA light + No Post. The GPU works in other PCs, the PCIe cables also work on other PCs. Also important to note: Asus motherboard provides Q-Codes for troubleshooting. Mine says "90". Q-Code 90 definition according to the manual for the system board means "Boot Device Selection phase started".

Things I've tried
- Resetting CMOS (No GPU, No RAM, Disconnected, Remove battery for 2 mins)
- Changing GPUs
- Changing PCIe cables
- Different sticks of working RAM
- One stick of RAM, each slot one by one
- 2nd PCIe Slot
- Turning monitors on before turning PC on
- Different monitors
- Removing peripherals
- Removing HDD
- No GPU, just Integrated GPU (still solid white light here?)

Feels like I've tried every possible combination. I've scoured Reddit, Toms Hardware and LTT for fixes but to no avail. The only Q-Code 90 threads I found seemed to indicate a dead CPU (which could explain why we were always crashing with DaVinci...).

Any suggestion is greatly appreciated. My next steps will probably be to remove CPU fans and CPU to check for any bent pins.

Can you get into the bios?

If so, can you boot via usb?
Run memtest86+
It boots from a usb stick and does not use windows.

If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Are there any motherboard bios updates that might address the issue?

Since the cpu ran before, do not check for bent pins.
Once in the chip will not move.
You are more likely to cause damage when reinserting the cpu after.

I cannot get into bios.

I'm thinking I might have to resocket CPU. EIther that or MOBO is bricked. Really don't know what the options are at this point.
