You can, but this won't help you at all with your ISP. The idea is:
- you setup a VPS (Virtual Private Server) somewhere away, eg Azure, Amazon, or any of other cloud providers
- this VPS will have a public IP. You setup there a VPN server, into you will dial into from your router.
- Now, you set-up (in Linux - iptables) to forward ports from public IP into your (VPN'ed) local IPs.
