Help Overclock CPU

I want to overclock my cpu. I have i3 530 and h55 american megatrends mobo.I've seen people reach 3.6 ghz with h55 mobos.I would like to reach the same but when I go into my bios I see my cpu frequency is 360. Shouldn't it be lower ? I can increase it and decrease it but cpu-z shows same 2.9 ghz speed while in bios its changed. HELP !
