Help Overclocking I7 4790k

my cpu is having trouble overclocking past 4.4 ghz. I cant figure out why. I have tried multiple different vcore volts from 1.2 - 1.35 and whenever I start prime 95 28.5 my temps instantly skyrocket to 85 - 100 degrees Celsius and I start getting some major throttling.
is my chip just the worst chip on the planet or is there a problem else where...
Specs -
i7 4790k
asrock z97 Extreme 6
Corsair H100i
20 gb ddr3 ram 1600mhz
watercooled gtx 970
psu - Corsair RM1000

Do you have the latest BIOS? If not try that, might well help, otherwise it sounds like you struckk out in the silicon lottery, generally about 80+% of 4790's can run 4.4 or better, so some people got those other 20% of CPUs that can't
