Just about everything needs upgrading. That builder should be sued for false advertising for calling that a gamer. Needs a new cpu and motherboard which will require new ram (ddr4), gpu and psu. The only salvagable parts are the case, hdd, and optical drive.

Depends if they go Skylake or Haswell as to whether DDR4 is needed, the RAM in there at the moment is probably useless so new RAM is definitely needed along with CPU, GPU, PSU and Mobo as @bignastyid said. Sorry but buying pre-built off somewhere like Ebay and Amazon is generally a big no no. Always go to a reputable supplier if buying pre-built.
