Question [HELP PLEASE] Can’t diagnose the problem

This has been a problem for a year now but usually i just turn my pc on and off till it turns on


( my restart always caused this to happen)


but this time i shut my pc down and tried to turn it off and on and now it won't turn my peripherals on


( this is usually random btw the peripherals not turning on)


I then bought a motherboard speaker and to test it out i removed my ram and turn my pc on 3 beeps i put my ram back in no beeps and the problem still happens

Oh sorry if i wasn’t clear i get no gpu output and none of my peripheral work, but my pc itself fans run and everything
