HELP PLS! COMPUTER PROBLEM

Hey Yesterday i built a computer for my dad and now i am having major problems. I can lay on the couch and touch the front of the case were it has metal and then i get a electric shock and the computer restarts... Im guessing grounding issues but idk for sure, anyone have any ideas at all on how to solve this? The specs are APEVIA X-QPACK2-BL Case, Western Digital Caviar GP 500GB harddrive, AMD Phenom 8450 Toliman 2.1GHz CPU, GIGABYTE GA-MA78GM-S2HP Motherboard, and ocz 2GB platinum DDr2 800 Ram. Any responses are greatly apreciated.
 
You didn't list your PSU, so I'm guessing you got whatever was in the case. That's what happens when you do that.

Of course, if you failed to install the motherboard standoffs correctly, or have bad power in the house, those could contribute.

A bad case switch might do it as well.

 
Hey yea the psu is the apevia 500 watt that came with it, the motherboard standoffs were installed and dotn remove, also the psu has a metal fan cage and it is touching the case, yould that be shorting it out? What do you mean by a bad swith, like the power button on front panel?
 
hmmi just black taped the metal that psu fan cage was touching, still does it... hmm my MB has metal around the screw whole were the MB mount screws go, and the case didnt come with no little felt peice to put between the screw head and the MB, does that make a difference? my Antec 900 case came with things to put under the screw heads so the screws dont touch the MB. also any relpies thankful
