Question HELP port forwarding through 2 modems

I want to port forward my security camera DVR through 2 modems

DSL modem in the basement - my "main" IP number that changes 79.XX.X.XXX
Ethernet cable to an Apple Airport Extreme in BRIDGE mode acting as my wifi in the living room
-airport extreme gets assigned IP 192.168.1.4
CCTV camera system is connect via ethernet cable to the Airport and is assigned IP 192.168.1.16
(I have checked "connect using static" on the Airport)

On my Main DSL modem I have tried both the airport IP and/or the CCTV in the port forward section, using port 80 - but never get it "open" when checking "open port test tool".
If I do DMZ hosting in the main modem for the CCTV IP - 192.168.1.16 when I check my "main" (79.xx.x.xxx) in open port tool - EVERY port number checks as open. But checking the CCTV (192.168.1.16) all ports still check closed and I can't view the cameras.
If I do DMZ hosting for the Apple Airport (192.168.1.4) my "Main" ( 79.xx.x.xxx) has NO open ports and checking the Airport & CCTV IP numbers - NO open ports

I had this working before I needed to replace the main modem in the basement but I did not record the settings. I have spent HOURS and a lot of running around rebooting equipment and can't get it working.
I have tried switching the Apple Airport out of Bridge Mode but it errors and I loose Wifi
VERY amateur and ignorant to all this........

I suggest that you update your post with a simple sketch showing the existing network.

Include all devices and label each device with its' name, IP address, and subnet mask. Indicate if the IP addresses are static or DHCP.

Indicate if wired or wireless connectivity.

You can start with something like the following line diagram if you wish:

ISP === (coax, DSL, fiber) ===> (79.x.x.x)Modem ---->[WAN Port]192.168.1.4 Apple Airport -----> Wired network devices/CCTV Cameras being 192.168.1. xxx where you assigned static IPs = xxx

Make and model CCTV camera system?

Not sure (full disclosure) that I worked it all out correctly. Feel free to edit and correct as necessary so the line diagram or sketch truly represents the network.

Overall though if all devices have the correct network IP addresses, etc., I would not expect any requirements for port forwarding.

Only one modem should have its' router functions enabled.

Just copy, paste, and edit my line diagram as necessary to present the network layout (topology).

The CCTV is very old SVAT - no longer in business. The instructions say to port forward the IP address listed on the network page (attached photo) and open port 80, 9000 and 1024.
My basement DSL modem is not listing the connected Airport #2 ?? But I am certain of a ethernet wire from the #2 wired port of the basement to the Airport in the living room.

As I am looking to see if the main modem is static I found this page - should I add the CCTV 192.168.1.16 as static??

Hard to say what little thing is wrong.

First do not mess with static "routes".

Can you try something simple like hook the cctv box directly to the main router with out the apple box in the path. If you then use DMZ mode and it still doesn't work then you suspect something strange with the cctv box. For port scanning to list a port as open there must be a program actually running on that port on the cctv box.

Next I would try to use a LAN port on the apple airport. Make sure the DHCP function is turned off in the apple box. This is the fairly standard method to use a router that does not have a bridge/ap function so it tends to work more often.
