Off the cuff...
Swap out the PSU. The EVGA G1 series weren't well made.
For $1 more you can get a EVGA GQ

For $6 more you can get a Seasonic Focus Gold
https://ca.pcpartpicker.com/product/qn7v6h/seasonic-focus-gold-650w-80-gold-certified-semi-modular-atx-power-supply-ssr-650fm

The SSD isn't bad, but it could be better.
If you care enough about the performance I'd suggest throwing $33 at it and pick up a Corsair MX500

Also did you factor in cost of the OS?

Solution
At your budget, i'd get this instead...

Faster SSD, Better PSU, Ryzen 7 vs 5, X470 vs B450 Motherboard, Better case (imo), EVGA GTX 1080 for cheaper, Same speed RAM just different colour for cheaper...

It's $3 over budget but if this is a problem, drop down Motherboard to B450 or slightly PSU like the Corsair TXM / EVGA SuperNOVA G instead which are good units too. Hope this helps! :)

I replaced the PSU as you said with the Seasonic.

Wer also changed the motherboard to a Asus - ROG STRIX B450-F GAMING ATX AM4 Motherboard

And the ram to G.Skill - Trident Z RGB 16GB (2 x 8GB) DDR4-3000.

We already own an OS

This looks really good but I failed to add that I also have to buy mouse and keyboard and with those and the tax It'll be well above 2K.

The motherboard has a $40 so it's pretty much the same as the b450. I downgraded the psu to corsair txm 550.

Thank you very much.

Does this leave enough room then? B450 Motherboard instead of X470, slightly slower SSD but still same size, Semi-modular version of the PSU and Gigabyte instead of EVGA 1080 which will make very little difference, just cooler.

Downgrading the monitor to a g24c makes it more promising aswell. Thank you I'll have to relay the information and I'll see what happens. There is tax aswell after all.

Also, will the semi modular psu be enough to connect everything in this setup? Apprently they only have 1 pcie cable and as far as I remember you need 2 for the vga.

Yes you can, it has 2x PCIe connectors for a Graphics card. Semi-Modular just means all the requires cables (Motherboard, CPU, etc) are all fixed into the PSU, whereas on Fully-Modular all cables can be unplugged.
