Help Regarding choice of system

Hi.
I am planning to buy gaming PC for approx $690.

1st one is:
Processor: Intel i5 6400
GPU: Gigabyte GTX 950
RAM: Kingston 8GB DDR4
Motherboard: MSI H110M PRO-D
HDD: 1TB Seagate Barracuda
Power Supply: Be quiet 400W

2nd is:
Processor: Intel i5 6500
GPU: Gigabyte GTX 950 XTREME
RAM: Kingston 8GB DDR4
Motherboard: Asus B150M
HDD: 1TB Seagate Barracuda
Power Supply: Corsair 550W

Which one should i select? And please explain why?

If you are planning to buy the PC, and it is the build-your-own.
I add the list one with gtx960, and other one with r9 380 if you don't mind use the AMD GPU.

From your two PC, the 2nd one Gigabyte GTX 950 XTREME is good but it costs too much, which has the price tag as same as the gtx960. And if you can buy it, then r9 380 is much better than either gtx950 or gtx960 in that price range.
For PSU, Be quiet 400W is fine for gtx950, but the 2nd PC, it depends on which model 550W, but if you are in USA, the xfx TS 650W gold is much better.
For the RAM, the price is very low, recommend to buy the 2X8 GB set. And I add the z170 because the higher speed RAM will boot the performance little bit, and either b150 or H110 MB can support the...
