Help Requested: FPS Poor Performance relative to Specs (and stuttery performance)

Problem:

Pretty much every game I play on my PC has framerate issues. The issues range from lower-than-expected FPS performance (relative to friends' similar or lesser rigs), to FPS displayed at 60+ but *appearing* much lower than that (30-50), to what I think is accurately described as "microstutter." Changing graphics settings from high to low does nothing to help the problems. (eg. lower resolution doesn't help, nor does lowering texture quality, FXAA, or anti-aliasing, etc.)

Examples:

Camera panning in League of Legends "stutters" occasionally as it travels across the screen, even though FPS holds steady at 60.

Similar microstutter issues in Minecraft, Burnout Paradise, Borderlands 2, Bioshock Infinite, among other games.

Borderlands 2 performing consistently worse than expectations. When no enemies on screen, I often get 60+ FPS according to the in-game FPS counter, except certain areas where FPS drops regardless of enemy presence (usually to 40-50). I've yet to determine what problem connects these areas, but lowering the draw-distance from ultra-far to high helped a smidge. During major battles with multiple enemies, FPS often drops down to 20-40 FPS.

History:

This problem has plagued me for years, across generations of hardware and multiple clean installations of operating systems. The only things that I have not changed out are my power supply and case. Friend gave me his dual 560 ti's, yet, despite also having a better CPU than he did, my performance in all games scenarios is actually worse than what he reported having.

Current Rig:

Like I said, I've upgraded everything over the years, but as it currently stands, here's what I've got.

MOBO: Z77A-G45
CPU: Intel Core i7-3770K CPU @ 3.50GHz (no overclocking)
GPU: (x2 SLI) Nvidia GTX 560 Ti
- Monitors are plugged in to GPU1, and PhysX is set to run on GPU2 by auto-select)
Monitors: ASUS VH238 (1920x1080, main), Dell 1707FP (1280x1024, secondary)
HDD: Intel 520 Series Cherryville SSDSC2CW120A310 2.5" 120GB
RAM: Corsair 16GB (2x8GB)
PSU: SilverStone SST-ST85F-P (850W)
Case: Corsair Obsidian Series 700D (same as 800D, but no window or hot-swappable hdd bays)
OS: Windows 8.1

Note: I have other hard drives that store non-essential files (like downloads, music, and movies), but games are installed on the SSD. I'll ah heck to get the details on these drives if somebody thinks it necessary.

Things I've tried:

- Upgraded hardware (all but psu and case)
- Reinstalled OS (several times, including just a few days ago. As a result, I only have Borderlands 2 installed as a game to test with.)
- Upgraded OS (From Windows 7 to 8 to 8.1)
- Upgraded Nvidia drivers (+uninstall/reinstall)
- Upgraded BIOS
- Fiddled with nearly all Nvidia Control Panel options (yes, SLI is turned on)
- Playing games on secondary monitor (1280x1024 instead of 1920x1080)
- Compressed air dusted CPU, GPUs, case in general
- Used various utilities to monitor temperatures/load (CPU never went above 74C, GPUs would occasionaly max load during intense fights, but FPS would drop even when load was around 40-50%)

My plea:

For those of you who can troubleshoot with the best of 'em, I would really appreciate the help. This has stumped all of my friends (who are employed in various computer science related fields). I have no logs, etc, to share at the moment, but if people point me in the right direction with adequate instructions, I'm sure I can get you some.

Start off by doing two very important things:

1. Make sure that the latest firmware is installed.

2. Make sure that latest driver is installed.

Those two things alone can cause big problems if they aren't addressed. See if that fixes the problem and post back.

As you can see from the Things I've tried section, yes, I've already done that. Currently running Nvidia drivers that were release just a few days ago (335.23), and I updated my BIOS to the latest version as well (v2.C for my mobo).
