help solve my latency issue if you can please

have massive rubberbanding, go from 79 ping to 180 up to 500, then back to 79 ping. happens randomly every minute or so. comcast isnt in my name and landlord wont fix without knowing what is exactly wrong. trace posted

Given the trace presented, with the exception of the one 85ms return at hop #6, and another 86ms return at hop #8, everything else is completely outside Comcast and not under their control. Hops 9, 10 & 13 are all Blizzard so can also assume 11 and 12 are as well.
