Question **HELP** - Troubleshoot newly installed PCIe GIGABIT Network Card (Doesn't have a valid IP Config)

I recently installed a PCIe Network card. I have tried everything I could get my hands on or find via the WWW. The WIN NETWORK TROUBLESHOOTER continues to come up with "ETHERNET 2 Doesn't have a valid IP configuration". Just to be clear I need the "ETHERNET 2" to work. ETHERNET 2 goes wired (brand new cable) from my PCI card to my Router/Cable Modem ( NETGEAR AC1750 WiFi Cable Modem/Router {MODEL= C6300}).

Things I have tried (in no certain order)
>Using a Command Prompt as Administrator:
>netsh Winsock & Reset netsh int IP reset (restarted PC)
>IPconfig /release, then__IPconfig /flushDNS, then__IPconfig /renew (restart PC)

> I have updated and reinstalled my Network Adapter Driver many different ways.

> I have done several factory resets on my Router.

> I have power cycled the router and PC multiple different ways.
