Question Help! Whenever I boot, I get a black screen with white flashing line on top.

Whenever I boot my system, everything turns on. When I try and boot it and download windows or whatever, I get a black screen with a flashing white line. I need help asap.

was it working before?
full system spec? include make and model of the psu

It has never worked. I built this yesterday and finished today. Everything starts up including the boot screen and stuff but when I try and boot off the usb stick, I get a black screen with a flashing white line in the top left of my monitor and i'm getting very very stressed. I have 16 gb of t force ram too
