Help with AMD build! MSI X470 gaming pro carbon DRAM light on. No display.

MSI X470 DRAM light on. No display. All parts are new. Tested outside the case, reseated CPU and tried multiple sticks of ram and cleaned slots, etc. Display is plugged into the GPU.
Specs:
MSI x470 gaming pro carbon
EVGA 750w gold
2x8 GB Corsair Vengeance RGB Pro (also tested on another system and swapped with a 4gb lpx variant)
Ryzen 7 2700x
XFX AMD rx580 8GB (also tested with asus rx570)

Ram in A2 and B2 ?

Putting the ram in different slots and trying brand new ram didn't work. If I try and boot without the ram, the ez debug LEDs for CPU and boot pop up

Turns out there's is water damage on the DIMMs on the Mobo. RMA'd.

Ouch! how did that happen? Came that way new ? Buy used? or a mishap on your part?
