Help with annoying dotted outline

Is there any way I can get rid of or prevent the dotted outline around desktop icons? Already tried refreshing the desktop and hitting tab, but it constantly keeps coming back and annoys the crap out of me since it looks tacky and doesn't go with the aero look.

Thanks, although I've already tried their suggestions. The box is still there and it's constant.
