Question help with bottleneck

Hello, I have an i7 6700 3.4 ghz with 16 gb ram ddr3 and I just bought an rx 5700, it is quite powerful graphics. The issue is that I do not notice the performance it should have when playing an rx 5700 and when doing the test looking at the percentage of use of the ram, cpu and graphics card I got something like this:

graphics card: 75-80% average

CPU: 80-85% average

Ram: about 13,700 gb

Could it be considered a bottleneck? If so, would it be by the cpu, the ram or both?

When I play for example rainbow six, I go more or less at the same fps with high graphics as with low graphics, having irregular drops and ups of fps.

did you use ddu to uninstall the old driver before install this rx 5700?
make and model of the psu?
what the cpu/gpu temp during the game?

No i don't, i uninstalled them manually. The PSU provides 700W, the minimum for the graphic card is 650W. GPU has very good temp because It is a 3 fan version, around 65-70 degrees. But i don't know the CPU temp. I have used bottleneck calculator and It says CPU is doing a 20 per cent bottleneck to mu GPU, but i don't know if this site is reliable
