With the current build, there are some questions I have:
Appropriate cooler for i5 9600k for decent overclock?
Appropriate motherboard to support decent overclock but not too pricey and without need for too much bling and features?
500 gb ssd that is fast but fairly cheap?
rtx 2060 or 2070 to fit the build at 1080p 144hz, want to get the best performance though still fit the budget in mind.
Case with good airflow, cable management, and is compatible that is $100 or under?
PSU 650w or 750w? Reliable psu for the wattage required?

The budget I have is $1500, though going a little over is fine by me.

The bigger, the better ;-) I'd take Dark Rock pro 4 or Noctua Nh-D15. Also, You may try with water cooling. If You wan't to OC, don't save on this part. 60$ of savings is not much, and You'll regret it later. High-end cooling will be efficient and silent.

Won't help much with that... But that AsRock seems very reasonable price/value. Should be just fine. I'd take AsRock taichi, but it's expensive, so... yeah, You'll be fine.

If You want to save some cash, I'd take 2060. 6GB of Vram should be enough for 1080p. 2070 is only about 10-15% faster than 2060.

phanteks Enthoo Pro M is a very good choice.
