Help with Build, better graphics card vs better ram

so... I am building a new computer and I am between a better graphics cards vs better ram
the build will be like this (its kinda budget oriented)
Main Build
Processor: i7-6700k
(I do a lot of multi tasking and I won't get the i7 6700 non k
due to the fact I plan to upgrade to a z170 motherboard later on)

PSU: Seasonic S12II 620w 80+ Bronze
(I know its a tier 2, but like I said its kinda budget oriented)

HDD: 2TB Hitachi Ultrastar 7200rpm 64mb
(it was the same price of the 1TB WD Caviar blue and I don't really mind the noise difference)

Cooler: Hyper 212x

and now begins the doubt

the initial build motherboard was a asrock z170 extreme4
and it would be followed by 2x8gb ram 2400mhz cl14 corsair vengeance lpx
so my main doubt is that the graphics cards I want might not fit in the budget
the graphics card being the gtx 1070 xlr8 oc 8gb from pny.

so I have the option to... change to the rx 480 8gb gigabyte g1 gaming
or...
change the motherboard to the gigabyte b150m gaming 3
and use my 2x8gb ddr3 1600mhz cl8 ripjaws x from gskill which I already own
and keep the gtx 1070 xlr8 oc 8gb and later on upgrade to the z170 and ddr4 ram.

since I am sure I won't be overclocking my cpu till I can afford better cooling solutions.

I will be choosing whatever gives me better frames per second.
do you think I should keep the gtx 1070 xlr8 oc 8gb and change temporarily to the b150m gaming 3 and use my 2x8gb ddr3 1600mhz cl8 ripjaws x from gskill or keep the initial build which consists of the z170 motherboard and 2x8gb 2400mhz cl14 vengeance lpx from corsair
with a rx 480 gigabyte g1 gaming?

I think the gtx 1070 would give me better frames per second but I honestly don't know
by how much my ddr3 ram will affect performance.

ps: I need answers asap since I will be getting it as a gift from relatives of another city and
they will be coming in some hours.
