Help with chosing right 140mm raditor fans

I want to get some good fans for my raditor.
But first, I want to know the difference between air pressure and static pressure.
I heard static pressure is good for raditors, but what about air pressure?
I want the fans to be quiet, and have good static pressure or air pressure or whatever. Thanks!
I was looking at cougar fans, but they have a low air pressure but then again I dont know what that is.
 
Cougar fans are great for radiators. You want static pressure fans for radiators. Corsair SP performance editions (NOT QUIET EDITIONS) are also a great choice.

The general consensus is that the best noise/performance radiator fan is the Gentle Typhoon by Scythe but they are hard to find now-a-days.
