Help with computer not booting

I just finished my rig today but it's not working I check to see if the 8 pin connector is plugged in and it is, i plugged the power cable in a different power outlet and I checked the mega thread about this issue. Can someone help me please?

What components? Does the CPU fan spin when starting the board?
If not, try testing the board out of the case for ruling out a short.

The only thing I see booting up is the GPU light near the plugs

Is the 8 pin power cable connected?
