Help with Debug '00' or 'D0'

I set up a new PC last month:

MB: MSI M9 ACK
CPU: Intel I7 6700k
CPU Cooler: corsaire h110i
GPU: Nvidia 980ti
RAM: 32gb G Skill Ripjaws
SSD: 500gb Samsung evo
HDD: 4tb western digital

And I kept getting the debug code 00 or D0 which in the manual says is Late CPU initialisation

I updated the bios/ reset the CMOS and it seemed to boot into bios fine from then on

However now I'm getting the code 00/D0 again and my PC won't boot into bios or anything

I did briefly get a BSoD saying IRQL_NOT_LESS_OR_EQUALITY before it attempted to restart however since then I can't do anything

I've tried resetting cmos a couple of times but after reading a few forums it seems the only option is to RMA the motherboard

Is this the case or is there anyway of fixing this problem

OK. PSU sounds fine. Sometimes on here, people pair up good parts w/ generic power supplies. The power supply is often overlooked in PC builds. Hopefully, its something simple.
I'd try re-seating the RAM, GPU, cables, ect., possibly even the CPU itself. Always want to still with simple things before going through an RMA process. Did this happen the entire time you had your PC assembled, or was everything working correctly for awhile? Also, what PSU are you using?

Yeah this is my first build and I had researched a lot before and many said don't skimp on the PSU so I made sure I got the best I could afford, I attempted to re-seat the RAM and it did boot up on the 1 stick temporarily then it restarted itself after it left the BIOS and then didn't boot again on the same stick, I'm starting to think it might be a RAM issue but sometime it does boot and some times it doesn't on a working stick so I'm finding it hard to pintpoint the exact stick

Any way ill go through and re seat everything and see what happens from there on, Thanks for the help! hopefully I get it running
