Honestly, no, I wouldn't think so. Not with a playable fps. 4gb of ram is already the minimum requirement, and now you want to put more load onto it by using Intel's integrated graphics? (Which comes with no dedicated memory) Add that to the fact that 1333Mhz is a fairly slow speed for DDR3 ram, I really don't think so.

Can I ask, why match a Skylake CPU with 4gb of DDR3? The skylake lineup is usually matched with DDR4 ram and certainly more than 4gb...

Not sure if you bought it already but, you should probably buy a i3-6100. It can play GTA 5 (not on high) and get 20+ fps with the HD graphics. You should also upgrade the ram.

20 FPS is not considered playable in the Video Game market. 30FPS is a bare minimum, 60FPS is optimal and 120FPS is hardcore.
