Question Help With Gaming Computer Shuttering In Game

i9 9900k
2080ti MSI trio
32GB Ram
Temps are good nothing is overheating

I tried unstalling windows 10 and insstalling it again even went on safe mode to remove gpu driverss but the fault is that my games keep on Shuttering and do not know how to fix this issue not my internet not my cpu drivers aere upto date have no idea?

4k 144hz but tried other games they are playable just call of duty having faults with thought it was my sysyem but think its an game fault now
