Help With GPU

I bought a GTX 1060 and it worked, I then factory restored my PC and it no longer works and I'm using VGA. I tried deleting all previous GPU drivers and downloading the most recent drivers for the 1060 (the right ones too) and It said It wasn't compatible with my Windows. I tried taking out the GPU and putting it back again still no luck. Tried using provided CD, still no luck. All pins are connected to my GPU, PCI port still works, and I meet all requirements for running the GPU.

youre connected to vga? as far as i know, there arent any 1060's with VGA output, so are you plugged into your vga output on the motherboard? that wont give you output through your gpu
