Help with motherboard installation!?

Hi, well I'm in the process of building a computer and my motherboard's IO shield has this soft pad on the back of it. The soft pad stops the motherboard from inserting properly and the standoffs don't line up. Can I remove this pad?

In fact, I removed the pad and it all went fine so now I got another problem. One of the screws can't screw in the PSU, all the others can apart from one. Will this be fine to leave? It feels pretty secure.
