gpu - Radeon 8570D
8Gb of ram

Okay!!!!!! replace the CMOS battery on the motherboard...and restart your PC...it will work.........!!!!!!!!!!!!!!!
The motherboard might be trying to output video out of the video card that was removed. Not sure if it does that really. A Bios/CMOS reset should set everything back to default settings. That should fix just about everything unless something fatal happened to the motherboard or CPU.

Yes the VGA cord is connected to the mobo

Did you reset the BIOS through the BIOS reset jumper or reset the CMOS by removing the CMOS battery for a minute or so and placing it back. After doing that try booting up the PC again with the vga plugged into the mobo VGA port. Do you have a small motherboard speaker installed that gives beep codes? If RAM isn't working correctly I guess video may not output as the IGP wouldn't have any RAM to use as VRAM.
