Question Help with port forwarding

So I have been trying to open port 25565 for my 19.4 Minecraft server When I look on my At&nt website it shows that the port is open from my ip and I checked on Windows firewall that the rule lets it through but when I check on a website it shows that the port is closed, I apricate any help anyone can give

Is the server running? Most port checkers will report closed if the server is not up.

Yeah when I checked it was open

Can you connect to the server from another PC on the LAN ?
Have you verified that you have a public IP address ?

Yeah I can connect to it from my own wifi and my wifi and I do have a public ip from my understding

"My understanding" and verifying that you have a public IP are very different.
You need to log into the router and check the WAN IP against https://whatsmyip.com/
If they aren't the same then you don't have a public IP address.
