Question Help with power on

So sorry if this is the wrong thread to post this.

I have revently built my first gaming rig. Specs below.

When I first power the pc on after turning on the power at the wall the computer will shut down for about 2 seconds then start up again.

To what I can tell this only happens when switching the pc on when it has been disconnected from the power socket.

If I shut down the pc and turn back on it does not do it.

On another note when I first turn it on after connecting the power the fans at much more louder and higher speed, once it shuts down and starts up again they are quiet.

Note I have followed the process of elimination, swapped the psu for a new one and it does the same. Also tried starting with different ram.

Any help would be apprecieted.

Amazing thank you. A worry of my chest.

I've downloaded Windows and installed everything it does automatically. For the bios download where do I find that?
 
Your motherboard is only accessed before windows - Press DEL to access Bios
In there you can change your fans to 100% or to quiet.
When on 100% you can use software in Windows to control the fan speeds if you wanted to.
Otherwise, let the motherboard control them

you should be able to update your bios by going into the BIOS and choosing a update firmware option.
