I'm doning a pc for a friend with a budget of 1600€ (1750$). I have to choose a PSU and a Motherboard with the budget left, which is 220€ (240$). Is it good or should I downgrade any other component in order to have more for these 2, if not, any suggestions?

PD: I've done the calculation of the money by the pccomponentes page web, not the pcpartpicker, so the prices aren't what the pcpartpicker web says (for me)

You certainly don't want to cheap out on the PSU, but you should be able to get decent B450 mobo and decent PSU for that money. Something like Corsair TX or RM. Just double check the B450 is Ryzen 3rd gen compatible out of the box because some aren't and you'll need to update the BIOS yourself, which you can't do without an older Ryzen installed. Perhaps get a cheaper SSD like an Intel 660 or Crucial MX and put the extra towards mobo and PSU if needed?

Buena suerte!

Personally, I might try and find a slightly cheaper case to free up another $50 or so. Then you can get a PSU and still have around $200 for a fair motherboard. But I'd also pick out a motherboard before picking out the other parts. Keep in mind that you'll likely need to have another $100 or so laying around for random things like cooling and thermal paste!

for your consideration
the MAX on the MSI boards means they are already out of the box ready for the 3 series ryzen.

the case is a personal preference but that is a source of funds if you wanted to get a 5 series board. DO NOT skimp on the PSU.

The biggest rule is: It's not that you can't affod a high-quality PSU. You WILL afford it, and the other parts need to be sacrificed to do it.

Question on the video card choice: What are the monitor's specs? Resolution? Refresh rate? Does it have FreeSync, GSync, or neither? Does the monitor have the resolution and/or refresh rate such that a 2080 Super is necessary?
