[SOLVED] Help with Response time

Hello i have a Samsung c27f390 display and i know its not a gaming monitor but its advertised as 4ms Response time but im only get 14ms in game can anyone point me in the right direction to acheive the advertised response time or is that all i can get out of the monitor?

If you are looking at ms from FPS counters,they have nothing to do with your monitor,they just tell you how often a new frame is displayed at one new frame every 14ms you get around 70FPS(a millisecond is 1000 seconds so 14ms divided by 1000 is 71 which is the framerate),it has nothing to do with response time.
The response time is how fast the monitor can react to something in the picture changing under "lab conditions" ,like it could be the time it takes to change the display from white to grey or from one color to the nest.
