i want to install a SAPPHIRE Radeon HD 6450 1GB 64-bit DDR3 PCI Express 2.1 x16 HDCP Ready Video Card into my brother's PC.

Bigger question will be, what is his PSU? Should fit in the PCIex16 slot. That's a pretty low end videocard though, I don't imagine you'll have any issues.

It should work. You'll need to install the drivers

It should work just fine. The motherboard's PCI Express version is 1.1 and is compatible with the PCI-E 2.1 graphics card. The card should draw all the power it needs directly from the PCI-E slot. Even a low-powered power supply should be able to supply the max 75 watts the PCI-E slot provides.
