Question Help with throttlestop and a trash laptop.

I have looked and read many things on different forums and i am just at a standstill. I have a cleevo/sager ITEM NO# nh58rdq with insydeh2o bios. My current issue is while using AIDA64 to stress the cpu it will only peak at it's base speed of 2.6ghz (i7-9750H) This cpu has no issue going up to 4ghz while idling. I have not tweaked my Throttlestop voltage due to the sole fact i can not get the CPU to push past 2.6ghz under load. I have posted by throttlestop settings below. I have brand new thermal paste aswell and clean fans. I will post my base below while underload and VBS is disabled.







 
Do you want to kill your laptop?
Laptops are not meant for overclocking. They have very limited thermal cooling capacity.

If laptop manufacturer has configured it to work at lower TDP settings, then that has been done for a reason -
to keep laptop at safe operating temperatures.
