Question Help! XMP not working

Hello, just yesterday built my new pc full custom loop and when i switch xmp profile on the pc restart several times and then goes to bios, but xmp profile is still on, and if i continue it goes straight to winodws and it shows 2133mhz when in bios is xmp mode .The DRAM Voltage is 1.35 before the restart but after the several restarts, the DRAM voltage goes to 1.45 the agent is 1.4v and vccio goes to 1.35 or a bit higher. it is in red , can you suggest me something. my specs are. Bios is updated, i tried a lot of things but nothing. The PC works perfectly fine without a single error without xmp mode.

CPU: i5 - 9600k
MOBO: Asus maximus hero XI
RAM: T-Force 4000mhz (18-20-20-44)
GPU: MSI gtx 1080ti gaming X
RAD1: EK PE360
RAD2: EKPE240
FANS: Corsair 6x LL120
Block1: EK Velocity full nickel
BLock2: Phanteks glacier
PSU: Corsair hx1000i Plattinum

Official support for i5-9600k is 2666MHz so 4000Mhz is a real big ask of the IMC (Integrated Memory Controller) You most probably won't obtain their SPD even tho the MB supports up to 4400MHz.
XMP is a pre profiled setting within JDEC standards so your RAM being OC RAM using XMP will not work and the system will revert to a default 1333MHz. You can try manually increasing their SPD and may get to 3200MHz if your lucky (No guarantee) or if it was me I would return what you have and select a kit that are listed on the MB QVL that are tested and known to work.

I successfully oc the ram to 3900mhz , 18,20,20,44 , 1.36V DRAM , 1.3V agent, 1.3V viccio what do you think ?
