yes it can, but your PSU has no 80+ certification so it has poor quality

I can't recommend it -- it's a brand I've never heard of which is never a good sign. Play it safe and replace it with a quality PSU, because if it fails it could damage other components.

80+ Certification has little to do with quality directly its a measure of power supply efficiency there are plenty of 80+ Bronze, Gold, Platinum and Titanium models that I wouldn't consider good quality. 80+ Certification alone does not necessarily equal Good, Better, Best quality and safety.
