Look no further than the first generation X58 HEDT platform, except we are not talking about 45nm chips, nor bloomfield i7's..

32nm Westmere-EP XEON and very very cheap CPU's!

The biggest cost for all of this will be the x58 motherboard and your GPU.

Here is some performance numbers for CPU intensive games, though FALLOUT 4 is running everything the GPU can handle, it's almost maxed out but light shafts on low and PhysX off.

This will all come down to the cost of the motherboard, however you won't find much that will keep up with this, i3's certainly will not, GTA V for example loves HT of the XEON and is a beautiful smooth sailing 80FPS average.
