Some cards come with a custom BIOS (or users set them) that allow them to set extremely high power targets.
If you dont know what youre doing with it, this can be troublesome. For most users however, you shouldnt have to worry about this. It depends on your card, but generally that dosent come into play.

So if i didnt set any GPU bios I dont need to worry about the overheating of the memory or anything like that while overclocking my 980ti ? I just have to keep an eye on the GPU temp from msi afterburner and if its below 70 im fine? Because I dont know of any software that measures any other type of gpu temp like memory temp or anything.

He was referring to the top slider of power %. If you go crazy with this it can damage the GPU.
Adjusting the core/memory clocks are safe. Anything under 80C is also good as well, if you want to get more out of it.

Gam3r01 has it right. There are some custom BIOSes that when used with an OC tool like MSI Afterburner that allow too much control of some settings (like voltage). In those cases, the tool (since not aware of the custom settings) can indirectly cause damage to components by exceeding safe limits.

Too much voltage = too much heat = dead GPU.

So as long as I watch the temp on the GPU and its low im safe? For some reason I took out of jayz comment that the memory can get real hot without me knowing.

And yes I havent touched the voltage. I overlocked it to 1600 gpu clock and 3700 memory clock with temps right at 69-70 degrees. This was with heaven but when I played witcher 3 i saw anomalies and had to bring it down to 1400 ish gpu clock.

You can try to up the voltages if your temps are fine, you just have to keep an eye on it. (Those temps are fine), the memory is a bit harder to check on, but random crashes etc are from overheating.
