Hi, i partioned my external hard drive on a mac and uploaded files.

Now when i plug it in to my Vista (Home) PC i can only view half of the drive. How do i see the other half with the Mac files on?

Try one of these programs, I can't recommend one as I haven't used them, but it's what you need to be able to read the mac formatted partition.
