Question High CPU and GPU usage after windows update

I have a 3090 and a 5950 with 32gb of ram. i have opera gx open and Warthunder open and the computer (task manager) says I'm at 100% CPU utilization and 80-90% GPU utilization. The motherboard software only reports 40% CPU utilization and 60% GPU utilization (HWINFO). Temps are fully normal on everything and the cpu isnt even at full boost clock of 4.1 Ghz on any core. I run games on medium-high to high settings. This started after the most recent windows update.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
