On Windows 7 on an SSD and with disabled pagefile due to lack to free space
All program files installed on a second SATA HDD but often my CPU limits up while RAM remains at very low levels
Is my RAM wasted?
12GB RAM isn't "large" any more. The only way it can improve performance is if the programs you are running need it. That is a function of the software you are running. RAM is just a resource, you can't force software to use it.
If the CPU load is because of a program you desire to be running, then yes, the RAM is not helping to improve anything. Having pagefile disabled is a bad thing. Your OS can do nothing but crash if you do use up the RAM.
Re-enabled pagefile and attached it to the 2nd SATA HDD that has 20G free space. Any suggestions on how to make use of the large RAM to improve performance?

Bought a new SSD and cloned Win7 there. Now got an empty 64G SSD and 12G of RAM. Whats the best way to utilize the old SSD in terms of performance? Can i "play" with pagefile somehow?
First of all go to resource manager and see which program is consuming your CPU. Usually because of malware some of program use 25-50% of your CPU, so check it and close that program if not useful to you
